After consultation with President Stearns, Dr. Dyde gave the following interpretation and instructions concerning the rules established by the Regents on March 20, 1942, to govern the admission of American born persons of Japanese ancestry:

Dr. Dyde also recommends that we write to the head of the institution from which the student comes for any information he may be able to give concerning the student. It is also suggested that the F.B.I. in the student's own community be notified that the student is enrolled at the University of Colorado.
